Guidelines for Colombia's Foreign Policy

Responsible, innovative and constructive foreign policy 2018-2022

In 2022 Colombia will occupy the place of leadership that corresponds to it in the concert of nations. This place in the international system will be the result of both a renewed leadership in foreign policy matters and the institutional improvements adopted and of the economic development achieved within the framework of the National Government's policies and actions aimed at achieving a more equitable society. , based on legality and entrepreneurship. It is clear that the international cannot be disconnected from the internal, nor the domestic from the external: every great challenge and every great international opportunity has a national dimension, and vice versa.

Regarding foreign policy, Colombia will deepen its responsible and proactive participation in the international scene, and especially in multilateral scenarios, in defence of international stability and security. This implies contributing creatively to the collective construction of timely, relevant and adequate responses to the great global challenges, through the creation of optimal instruments of global and regional governance.

In that sense, Colombia will lead a process of revitalization of the inter-American system, and in particular, of the region's commitment to the defence of democracy. It will also promote initiatives that allow an evaluation of the management and action of international organizations and multilateral agencies, in order to strengthen them and make their contribution to international governance more efficient and effective.

To take advantage of the opportunities offered by the world today, and to strengthen the promotion of national interests more strongly, Colombia must continue to strategically diversify its foreign policy agenda and its governmental and non-governmental interlocutors, deepening its historical relations, and identifying new scenarios. and areas of convergence.

Colombian foreign policy will be based on ordered and congruent efforts of the different sectors, and will be articulated, at the highest level, with the public policies adopted in the internal order. This synergy must also seek the competition of private companies and different actors in society.

Within the framework of accumulated leadership and its comparative and competitive advantages, Colombia will develop an active “diplomacy for sustainable development”, aimed at better use of its natural resources as a platform for economic insertion, protection and intelligent use of its biodiversity, and the reduction of the vulnerability of the country to the effects of climate change.

Foreign policy will contribute to the work carried out by the different sectors, in order to make Colombia a pole of international attraction for education, innovation, science and technology, strengthening national capacities and generating incentives for establishment in the country from world-renowned research centres and major projects for scientific advancement and the development of cutting-edge technology.

Colombia's foreign policy will give special importance to the border and territorial sovereignty component. As such, there will be a border policy that ensures the integrity of the national territory and promotes understanding with neighbours on the basis of cooperation and reciprocity, in order to promote sustainable development and community security.

For the National Government, it will be a priority to advance in the definitive establishment of the scope of its territorial rights with all its neighbours. Of particular relevance for this is the integral defence of the San Andres and Providencia archipelago, and other maritime formations, through the full exercise of Colombia's rights over its jurisdictional waters, the protection of natural and economic resources, and the promotion of the well-being of the San Andresanos.

Its bioceanic condition gives Colombia a privileged position in geopolitical, geo-economics and geo- environmental terms. The use of this condition requires a comprehensive policy of seas and oceans, multidimensional, and with a component specifically aimed at stimulating the development of the two coastlines.

In view of the changes in the country's immigration profile, which has been significantly energized in recent years, a comprehensive migration policy will be adopted, the basis of which will be a new immigration law and regulation that promotes labour, scientific and student mobility; adequately manage the opportunities and risks derived from the country's vocation to serve as a hub for transnational migration flows; and stimulate the return of Colombians.
